Road Opening Notices (RON)

If you wish to carry out work (excavating, drilling, resurfacing) on a public road that will alter any part of the road reserve (placement of pipe, duct, pole, cabinet or other structure below, on or above the road reserve) you will need a Road Opening Notice. Road Opening Notices are required for all excavations that disrupt the normal flow of traffic (note: road reserve includes berm areas too). If you need help with your RON click here for assistance.

Road Reserve: total area from the property boundary on one side of the road to the property boundary on the other side of the road.

Before carrying out any excavation on the road reserve it is also necessary to identify the location of underground services. 

Depending on the scale of the project and the potential disruption to pedestrians and vehicular traffic a traffic management plan may also be required. Action Traffic Control can assist with both (determine on your behalf which council needs the RON and whether your job requires a traffic management plan). Traffic Management Plan 

A traffic management plan is required for any activity that affects the normal operating conditions of any part of the road reserve (boundary to boundary). A plan is required if your work disrupts pedestrian access along a footpath or normal use of a vehicle driving /or parking lane. A traffic management plan must be designed, set up and monitored by personnel qualified under Transit N Z requirements. Timeframe

Please allow up to 15-20 working days for a road opening notice to be processed. Until the notice is issued work cannot commence. If a full road closure is requested, additional time may be required for consultation, advertising and approval (this may incur additional costs).

Operations in the street permit/who needs one?

If you want to carry out any work or activity on or above the legal road reserve (this includes berm, footpath and carriageway) you will need Operations in the street permit. Activities that require a permit may include but are not limited to:

  • operate / park machinery including but not limited to cranes, cherry pickers and water blasters
  • reserve parking spaces
  • placement of a skip/bin or container
  • request non-legal parking
  • erect temporary scaffolding mobile or fixed
  • apply for a full or partial road or footpath closure to carry out work on or above the road.

If you are considering placement of a bin, heavy work that compromises normal use of the footpath and carriageway a traffic management plan will most probably also be required.

Reserving parking for filming/events permit (also referred to as Site permit)

This permit is for reserving parking while carrying out filming/events in the street.

This permit has its restrictions, if another vehicle parks in the reserved space the permit holder cannot tow them. The permit only allows you to reserve the space but cannot guarantee you a park. To ensure the spaces applied for are not parked in by members of the public the permit holder should

  • notify businesses/residents in the immediate area via a letter drop as a courtesy, in advance
  • cone the area off - early morning is generally best
  • have marshals onsite to ensure that the cones are not moved
  • park other vehicles within the cone taper, and move them just before you need to park your other vehicles/equipment there.

Action Traffic can manage the last 3 suggestions at the permit holders request,  the permit holder however must notify local businesses and residents in advance and provide a copy of the notification to Action Traffic Control and the date the notification was sent.
